Request for Proposals: Evaluation Consultant

The Canadian Mental Health Association, Ontario, is seeking an experienced consultant to design and implement an evaluation strategy for the Enabling Minds project. The goal of the project is to develop and pilot new training resources to enhance accessibility in the fitness and recreation sector for people with mental health-related disabilities. The project is led by CMHA Ontario in partnership with Parks and Recreation Ontario and YMCA Ontario, and funded by the Accessibility Directorate of Ontario’s EnAbling Change Program.

Working in collaboration with the project team, the Evaluation Consultant will develop an evaluation strategy; create or adapt the instruments necessary for data collection; implement the evaluation; participate in team meetings; attend Steering Committee or Advisory Committee meetings as required; and prepare a final evaluation report. The evaluation strategy should address stakeholder expectations, key components of the process, and final deliverables. This is a part-time contract, consisting of an estimated 15 to 20 days of work completed in several stages over a 12-month period.

Proposal Format

Submissions must include a cover letter, CV, references, salary expectations, and a proposed approach or high-level work plan for the strategy, outlining the main tasks to be performed, along with the estimated days attributed to each item.

Qualifications

  • Master’s degree in a relevant field such as research, program evaluation, education or health sciences, and/or an equivalent combination of education and experience.
  • Knowledge of the mental health and/or recreation sector.
  • A minimum of five years’ work experience in program evaluation, including demonstrated experience with formative, process and outcome evaluation.
  • Experience working with multiple stakeholders.
  • Experience in survey design and working knowledge of data analysis software.
  • Expertise in the application of quantitative and qualitative evaluation methods (including instrument development, data collection, analysis and report writing).
  • Excellent organizational skills.
  • Excellent consultation and problem solving skills.
  • Superior presentation and communication skills.
  • Ability to work independently and in collaboration with others to ensure that the project’s deliverables are met in a timely manner.
  • Advanced proficiency in Microsoft Office software applications.

Proposal Deadline

Proposals are to be submitted by Friday, February 15, 2013, at 5 pm, to Scott Mitchell, Director, Knowledge Transfer, CMHA Ontario, at smitchell@ontario.cmha.ca. Only qualified candidates will be contacted for an interview.
